Thrive Oldham are recruiting a Transport Assessor in the Leciestershire area.
Job Purpose | |
To assist in the assessment and delivery of safe, effective, efficient and legally compliant passenger transport services; including for service users with disabilities. | |

Main Duties and Responsibilities | |
1. | To ensure that the services are delivered for the benefit of the people of Leicestershire. |
2. | To maintain positive and cooperative working relationships with customers and colleagues within the team and across the service. |
3. | To ensure activities are delivered in the most efficient and effective manner as possible. |
4. | Responsible for protecting and managing information securely, and reporting breaches or suspected information security breaches, in line with Council policies. |
5. | Use relevant information and/or seek new information on a child's mainstream or Special Educational Needs education and individual circumstances to determine whether or not they are eligible for home to school transport in accordance with the policy. |
6. | To communicate assessment outcomes to parents / carers, schools, colleges and internal staff. |
7. | Maintain up to date and accurate records and assist in the development and collection of data and statistics relating to all service users. |
8. | Annual re-assessment of children's continuing eligibility, particularly as they move from primary to secondary and secondary to FE/Sixth Form Colleges. |
9. | Responding effectively to queries from parents, schools and colleges regarding eligibility. |
10. | With senior staff, plan and manage the annual review and re-allocation of school transport in the period leading up to each autumn term. |
11. | To prepare reports for senior officers where families have requested a review of a decision. To assist in the Council's appeal's process including researching appeals, preparing appeal documentation and managing the process of both Stage 1 and Stage 2 (panel hearings) appeals. |
12. | Assist senior officers in the planning and delivery of efficiency savings without undermining service quality. |
13. | To promote the duty of care around passenger transport provision, including Health & Safety considerations through the extensive use of a risk assessment process. |
14. | To complete and review every aspect of passenger transport risk assessments and development of travel plans for service users. To develop and implement continual improvement of the same. |
15. | To take an active role in resolving operational problems with SEN and social care transport with colleagues in the Contracts and Compliance team; including advising on risk assessments, potential solutions and informal training and advice for transport staff. This will include undertaking on-site visits, mainly at schools and social care venues. |
16. | Assisting with liaison and notification of current standards with/to in-house fleet management and to external contractors. |
17. | Assist with guidance on the usage, maintenance, audit and record management of specialist equipment for carriage of passengers on transport services. |
18. | To advise on the appropriateness of venue specific transport arrangements (pick-up set-down, layout etc.) and complete risk assessments on the same. |
19. | To ensure the effective and efficient provision of appropriate customer focused, high quality services as part of their role in accordance with County Council policies, Government and legislative requirements |
20. | To be responsible for maintaining effective partnerships and working relationships with statutory, voluntary, private agencies and communities to promote and meet the Council's and Department's services and objectives. |
21. | To work in accordance with the departmental business planning process to drive continuous improvement in the delivery of Departmental and Service outcomes; reporting on progress as required. To assist in developing/maintaining business processes. |
22. | Such other duties as required by the Team Managers commensurate with the duties of the post. |

Special Factors |
· The nature of the work may involve the jobholder carrying out work outside of normal working hours. · The nature of the work may involve the jobholder carrying out work at different locations than their designated base. · The jobholder may be required to attend, from time to time, training courses, conferences, seminars or other meetings as required by his/her own training needs and the needs of the service. · Expenses will be paid in accordance with the Local Conditions of Service. £13.70 per hour 7.4 hours over 5 days |
